1991 Accord sedan. tach, speedo, fuel/temp gauges not working. Odometer and tripometer are working. Fuel gauge rises to full and stays at fuel. Temp gauge rises up to max on startup and stays.

 

If the cluster has been removed or replaced the wires or connectors may have not have been seated properly.
An open in the Fuel circuit would cause the gauge to peg at fuel. I think Temp is the same as well. Thermo(temp) sensor is located below the distributor, verify that the wire going to it is still connected and not just floating or grounding out on the engine.
