Icon5 Honda Civic Shuttle 4wd

hey guys I have a NEW ZEALAND new Honda civic shuttle 1994 RHD, I have removed all heater components under the dash, I went to start it up and it just keeps cranking, the distributor is fine I have checked for spark when grounded out and ignition module is good, because I started it before I took out heater, and it gets fuel cause u can smell it, no wires are shorted out I have traced all wires through the loom all is fine.
ANYONE OUT THERE THAT CAN HELP...... Would be much appreciated thanks Damo..

check for a loose plug under the dash near the fusebox
Happened once when a friend replaced his dash, left some plug loose, not fully seated and it would not start.
