Icon4 D16y7 p28 chipped ecu won't start

1998 Honda Civic CX. Recently got a p28 from my buddy and it won't start, the fuel pump isn't priming. I tried bypassing the immobilizer but it still won't start (car still starts with stock ecu in it) Which wire should I use? I used the blk&wht wire. If there's something I'm missing let me know

A P28 cannot control your 3-wire IACV, among other issues. Why are you trying to do this? It's not a simple thing.

I was going to use it for an upcoming turbo build, it seemed like the cheapest and quickest opportunity for me. What are the "other issues" you speak of?
