2000 civic won't start cold
Hello. I just picked this car up. It's got the d16y7 and 5 speed. When the temperature hovers around 0 degrees Celsius or below the car won't start. It will crank and sometimes sputter on the 1st try then just continue cranking. Plugs, wires, cap and rotor, air filter and coolant temp sensor have all been replaced so far. I can smell fuel once its been cranking for a while. Car starts fine when it's warmer outside, but idles rough. You can push start it though when cold. Smooths out once you accelerate. There are cel codes for evap emission control system leak fuel tank system (p1456) random multiple misfire (p1399) and codes for both o2 sensors. (P0135 and p0141) I believe there is fuel getting into the oil but it might just be from all the excess cranking. I'm thinking fuel filter or fuel pressure regulator next but really not sure. Any help will be greatly appreciated!
I'll check into fuse 15. What is the common issue just a blown fuse causes codes for both sensors? The car has a header and full aftermarket exhaust so im thinking that's what the code might be because of. As for the evap fuel system code I don't even know where to start lol
Thanks. So fuse 15 is good. Also I've never had a problem with my speedometer so guessing that's not the issue. Tested for spark and wasn't getting any on cylinder 1. Tried a different wire and boom there's spark. Going to go get a replacement wire and hopefully she fires up. Fingers crossed!

So looks like that wasn't the problem after all. I've tried 3 different sets of wires and 2 sets of spark plugs. Ive confirmed spark on all 4 cylinders. What's next?
