Default 95 accord stripped timing belt tensioner bolt hole

I've seen a lot of posts about this but most of them seem to be kinda old. I'm wondering what's the best way to make sure my timing belt tensioner bolt will stay in the stupid hole. I've tried jb weld twice and the bolt came loose both times due to expansion inside the block. I've read about helicoils and taps and what not and I'm wondering if there's an epoxy specifically for this problem. Any advice would be great!

I realize this is an old thread but I would like to add that you can feed nylon rope into the first cylinder and the crank won't turn. Then you just smack your ratchet with a hammer and the crank bolt will come loose.
