With a voltmeter, is there power on both sides of under-hood Fuse No. 43 terminals?

Unbolt the under-hood fuse/relay box. Underneath the fuse box, at the 11 pin Gray connector, back-probe the Wht/Red wire at terminal no. 6. (Wht/Red is a wire with white insulation with a red stripe).
Also examine the condition of the wire. The Wht/Red wire will then run into the interior of the car.

Backprobing is either using a backprobe set or using a thin needle or something and making contact with the metal terminal of the connector without piercing the wire in the back of the still connected connector. Care must be taken to ensure that the wiring does not get damaged. You can use something like a T pin, available at Walmart, etc., and backprobe.

I'll have to try that tomorrow as its dark and can't see for ****. Will I be looking for the white/red wire to have 12 volts coming out the back of the fuse box?

Yes, look for 12 volts on the Wht/Red wire. It supposed to be always hot.

There is an open (break) somewhere in the circuit. You want to narrow down where the open may be.

Well I was just sitting there thinking about what it could be and went crazy so I grabbed my flash light and went out and started messing with it. Took the fuse box loose and heard a spark. Thought I was going crazy so kept going and then I saw a spark so I immediately disconnected the battery and pulled it out. Got the fuse box to where I could look and see where the spark came from. Well turns out the battery tray was rubbing on the harness and frayed and cut about 7 wires so fi went threw all the wires fixed the bad ones and put it back together. And what do u know everything works as it should. So thank u sir for having me pull the fuse box. Prevented a lot more serious problems that could have happened in the future. Now it's time to go register it in the morning. Just bought it yesterday.
