Default [Newb Question] '89 EF + D16Y8 Proper ECU?

Hello everyone!
I am a Civic newbie, just bought an 89 EF hatch with a D16Y8 swapped into it. The previous owner converted the D16Y8 to OBD0 and it is currently running a stock PM6 and has the VTEC solenoid wired to a push button.
My question is, what ECU would be best for my engine? I have been doing research into a chipped P28, but, being OBD1, I'm not sure what conversion harness I would need. I plan on doing multiple electronics modifications, and having datalogging+tuning ability is preferred.
The D16Y8 is OBD2 stock right? The current engine harness is stock for the '89, modified for the D16Y8. I am not sure what was modified, and what would need to be.I am not opposed to buying a new engine harness to work with, but I am still unsure of what I really need. I have a loose connection somewhere that I have been unable to find so I have been considering a new harness anyways, I went over a patch of rough road on my way home one day and now accessory power cuts in and out. I am also unsure of what distributor I currently have, or how to tell the difference between them.

I don't know much besides what I could learn over the past couple weeks. Most of what I have read was through the WayBack Machine (internet archives), and has really only confused me more.

I am also unsure of what mounts I need to replace whats in there. I was planning to fill in the mounts with polyurethane, but I kinda want to get a fresh set of mounts, I had to loosen the engine to get the alternator out anyways.
I appreciate any replies and advice!

You'll need an obd0-obd1 ecu jumper harness
You'll need to convert your distributor wiring to obd1
what intake manifold is on it? post a pic.
There is NO "stock" ecu you can use for this engine in this chassis without converting to OBD2. Best option is to run an OBD1 P28 with a D16Y8 basemap on it. Phearable can hook you up with the rom.
