hi i have a 1997 honda civic with a d16y7 and recently got a 1999 honda civic with a d16y8 could i swap motors using the d16y8 engine harness and ecu. or what would i need ?

All you should need is the engine, harness and ecu AFAIK.

Yes, Engine, engine harness and ECU are all you need.
