Check the return spring on the accelerator pedal as well as the spring on the throttle body.

If you rotate the throttle cable real on the side of the throttle body by hand, (open the throttle manually). It should spring back to the closed position if the cable is free and the throttle spring is operating properly.

I'm don't know where the return spring is located. Also the throttle body rotates and springs closed but the cable does not.

when I press the pedal down the throttle body moves to the open position but I have to manually move the throttle body closed. Im not sure why because after I close the throttle body manually it moves freely without a problem.

There should be a pedal spring and a return spring attached to the gas pedal under the dash. if there are no springs there or they are broken you will need to get them and install them.

Should be able to find one at a local Local junk yard or parts store. Honda part numbers -
17814-SD4-670. Pedal spring
46530-SM4-000 - Return spring

The return spring is the larger spring in the horizontal orientation on the top.

Is the return spring attempting to pull the pedal back or not ?

No, I have to manually turn the trottle body to get the pedal to go back up. At this point I just want to know should I try to change out the accelerator cable?

Only if it's broke. I can't really see why you are having such a hard time finding the issue. When you press the pedal it should have push back. If not, then you should be able to see that the cable moves correctly. If not, then it's broke. If it's moving but the pedal isn't springing back then there is a spring either severely bent or flat broke.
