Default 1994 5 spd LX, F23a and a TD04...

I have a 94 LX sedan with a 5 spd. It has 310ish on the chassis and I finally tore it down with a blown head gasket. I was going to rebuild the motor, but instead picked up a JDM F23a from an importer for less than 300 bucks. They have both been waiting for 2 or 3 years and I am ready to start collecting parts to put it together. I really would like to slap on a turbo and have a fun daily driver. So what I don't want...primarily excessive noise! No loud BOV, externally vented WG or big gawky FMIC. I don't want to spend a fortune, so dropping a grand on a quality turbo isn't going to happen. I am thinking about something like a turbo off of a late model Volvo. They can be had easily for under 200 bucks, and I would venture they are a better gamble than a $200 ebay unit. I am thinking 7 psi tops. I was thinking I would just run an FMU with a bigger pump. I know a lot of people run that kind of boost on f23's, but according to my research the JDM version has 9.8:1cr, compared to the 9.3:1 on the US version. Is that enough of a difference that I need to worry about the boost level? I know there are differences with the Volvo flange, but I think I have a solution for that.
Another issue I am looking at is the intercooler. I am almost 40, I have 2 kids...I don't really care for a big ole intercooler hanging on the front. I am tempted to try installing an old wheel well mount from a DSM or Vdub. Is there another crazy Honda owner out there who has ventured for the wheel well mount?
I think I have covered most of the bases for a start, I am open to all comments and suggestions!

I ran that intercooler but it was on a del sol @ about 200 HP I dont think you can do much past that with one of those honestly

I guess he goal was not included in info...200 hp would have me tickled pink. The f23 is something like 150ish stock, so a 50 hp increase would make me more than happy. I wasn't dissatisfied with the 310k mile 130 hp the car had originally, but you can always use more!
