Real easy to clean the EGR manifold mounted on top of the intake. Use a #1 & #2 flat head screwdrivers to hand drill out the ports, they are stepped. Use a vacuum to suck out the carbon/soot while hand drilling. #1 flathead fits the passages in the EGR manifold. Just do not scratch the coated surface of the bottom plate(#17).

Would the evap solenoid have anything to do with the stumble the car is having and the fact that the intake is crap?

Fuel rail(#5) and injectors(#1) will need to be removed to gain access to the EGR manifold. Not hard to do, there are two or three nuts(#33) and two more bolts(#35) that hold the hardline(#6) from the FPR/return fuel line bolts. Small bungies to hold the fuel rail away while cleaning the EGR manifold makes it much simpler(unbolting the return line from the fuel rail allows more free movement, do not unbolt the FPR(#9) itself) No need to open the fuel feed or return lines. I've had luck in removing the injectors and fuel rail all in one piece. Once those are out of the way you should be good to go.
There was a writeup in the FAQ at the top of the page on how-to.

If EVAP was failing you would either have a constant issue, not a 2K-2.5Krpm issue, or a gradual loss of power til the car becomes almost undriveable.
For stock engine/ECU/trans gearing, the intake is fine. It does become a choke point in the higher revs, but you will have to change other things before the intake itself is the power limiter.
