Default 94 ex d16z6 bog hesitation below 2000rpm

I'll start by saying I saw this a lot when I google searched, seems to be common but all the threads I read never posted a confirmed solution. I have a couple issues to iron out with the car but this non response to throttle/bog/hesitation is driving me crazy. Anything above 2000rpm and it's normal but down low it's not right. Idles fine I must say. Here is history on the car to help. My buddy had it forever and bought it as a pretty clean z6 auto car. Blew that engine and swapped in another z6 with a s20 five speed. Kept all the auto stuff just added the hydraulics and the pedal. Blew that engine up swapped in a y8 with a z6 head, weird I know. Blew that up and he sold it to his brother and he swapped in another z6, header, full exhaust, big fuel pump, p28 ecu from 5 speed car. Now this issue, swap back to auto ecu and same issue, makes no difference. Now the speedo wiring is twisty together, speaker wire twisted into oil sender wiring, no o2 sensor. Like I said issues I need to fix. Currently got tank dropped fixing a leak and exhaust then tackling that stuff. Hope this post isn't premature and just saying that I did not perform any of the hacking listed above, that's not my style, while I'm here, the car came with a 5 speed engine harness, can I swap this harness and plug it into the firewall bulkhead and it work or is there more to it than that? No noob here guys, gm certified Master tech, also work at a local go fast shop as well as there master technician. Just not a big Honda guy and got this one dumb cheap as a flip car to fund a t56 for my z28. Thanks guys and gals!

I used a timing light to adjust timing on my Civic and the bogging went away. Different engine but basics are the same.
