To set electrical timing, yes you need a timing gun.
For valve adjustment Google is your friend, there are more then a few vids and DIYs on how to do that for your engine...
this is just one of them.

Valves lash out of adjustment by itself will not prevent engine start, [unless way off] you have something else wrong.

Do you have spark?
Only use an HEI spark tester to check spark, check spark on all 4 cylinders, should be bright blue.

Do you have fuel?
After start attempts remove spark plugs and inspect, are they "wet" with gas?

Have you confirmed fire order, are spark plug leads in the correct positions? 94

and this how to video is saying you have to let it warm up first? i havent started it yet. so i guess the electrical timing will have to be after i get it running.

Correct, so your order is, valve lash on cold engine, then start her up for the first time check for leaks. No leaks let warm up and then set ignition timing. Then hop in the car and do the break in procedure. Bring her home, drain the oil, change the oil filter and refill with your regular oil of choice.

Done.

letting it idle before I run the break in on the engine shouldn't be a problem? I guess it makes since to have the right ignition timing before I run the break in...

As well, you don't seat rings on a cold engine. You have to get the engine up to operating temperature before doing a break in procedure. Setting ignition timing is a 5 minute process if that.

how long should I run at idle before the warm up? And ok I guess I'll be setting the ignition timing im getting the low ball joints and front lca bushings changed and i asked if they could do it while I had it in the shop. supposed to call me back but they acted like they couldnt. should I buy the flashing light one or spend an extra 100$ and get the digital?

You idle the engine to operating temperature.

You are making this WAY more difficult than it needs to be.

It's most effective to do the engine in one smooth process. Do not idle engine to operating temp, set ignition timing then shut it off only to idle the engine up to operating temperature AGAIN to do the break in process later.
