The confusing part for me is that i believe this is an obd2 valve cover but it has an obd1 dizzy ( 2 plugs) also an obd2 iacv. The knock sensor is also not on the block like obd2.....ughh

I was under the impression all the obd1 b18b valve covers looked like yours and all the obd2's looked like mine (in picture), but maybe I'm wrong. Mine is marked P75-2 above the header. This is the original 1997 obd2 b18b1.

There's gotta be another way, aren't valve cover's interchangeable thou? someone has to know, there's has to be a way to absolutely know.

That block is OBD1 (94-95), valve cover is OBD1. throttle body is OBD2 (lacking FITV), intake manifold is OBD1, head appears to be from '97 as stated above (OBD2).

Everything is obd1 except head and throttle? wtf so because there is a 9/7 it states it's a 97 obd2 but it has obd1 dizzy on it?

That's what it looks like to me. Somebody probably cobbled it together over the years. I did the same thing in my Civic when I was on the hunt for parts. Most everything will interchange between the two.

No seriously, i know that a lot of parts are interchangeable but i never thought an obd1 dizzy would work on an obd2 head. The freakin trans is a y1, which makes it an Sir trans that came from an obd0 b16 and i dont know which clutch to order wtf.....
If you're a Cable transmission , you use a cable clutch/ flywheel combination. You don't use eBay to find the right clutch because they use 50 different naming conventions as a general search result.
Go to Exedy's site to confirm and not eBay.
Last Spoonful - Part # 0802B Is the basic Exedy/OEM clutch match. Works for that year 92-93 Integra B18BA1 . They share the same years as 1991. Everything lines up. Clutch/flywheel combination. Any stronger, and you may convert to Hydro later.

Just a FYI, all B18 and B20 distributors will bolt up to the head. However, it all has to do with what wire harness you have that your working with. In other words, OBD0, OBD1, or OBD2. A lot of parts are very interchangeable for all 1990 - 2001 B18s and 1997 - 2001 B20s as well.
