Is CEL code 17 thrown?

When you turn the key from OFF to ON(II) [engine off], does the cluster charging system light turn on and stay on?

Your first mistake was of course believing ANYTHING that the seller says about his used car. Forget that and diagnose from scratch.

Does the odometer roll when the car is moving? Does the check engine light stay out, or is the speed sensor code thrown?

Lack of power to the sensor (fuse 15 problem) or corroded sensor plug can make it seem bad when it is not.
