Please help! Car won't rev past 4800 rpm

Default Please help! Car won't rev past 4800 rpm

Hi! I'm new to the forum, and have used a lot of helpful info from here but now I have a problem I can't find nor solve. Here is details and mods of my car (some won't be necessary for my problem just is on list)
1991 Honda Civic ef si

B18b1
Arp head studs
Cosmetic head gasket
RC 440 injectors
255 walbro fuel pump
B17 tranny
Stage 2 cable clutch
Short throw shifter
Turbonetic bov
9 pounds of boost
Garrett turbo a/r .50
Chip p28 hondata s200
Ground control coilovers
Traction bars
Aftermarket rear lower control arms
Rear disc brake conversion
Drilled and slotted rotors
Hid's and led's brights
Engine bay wire tucked
Interior is gutted
New starter
New battery
New alternator
New dizzy
New ignition
New terminals
MSG wheels
New speedometer cable Hooked up Belva 1000w amp and 2 12's in box
tuned but forgot tune name

My issue is that I can't do a free rev over 4.8k rpm and I can't drive over 4.8 when I'm flooring it or just cruising to speed. It does it in all gears. It will just bog and not let me go over. Sounds like limp mode or fuel cut off? Someone told me maybe the way my ecu reads and told me I should replaced my speedo cable since it was snapped. I just did that and I still can't. I also realigned my new dizzy and timing isn't it. Please help!!

What check engine lights are showing?

I got #10 and #17. IAt and VSs. I replaced the iat and it is still showing #10. I have not replaced the vss yet. I have the cable gear not electronic

fix both codes and then see what happens.

iv been trying to, but I'm so confused on the speed sensor I don't know what to replace. Iv been told my speed sensor is on the back of my cluster. I have the mechanical speed gear, ontop of the tranny with the speedo cable. Iv pulled cluster and the gear out. The gear looks fine, I'm not sure what to look at on the back of dash. (pic of both)

Do you have a tune on the chipped P28 hondata s200 was the rev limiter set on the S200? 94

yes there is a tune, but Idk much about the tune. I don't think there was a rev limiter

Start by following the service manual test procedure for each code. This will help pinpoint the problem. It could be something as simple as a bad vss cable.
