Default Speed guage/ odometer issue

Back yet again,
Lately ive been having and issue with my speedometer. After starting on occasion, speedometer shoots to 20mph, and will wiggle up and down when driving and stay at 20 even in park.
On occasion it works fine, or starts working fine after driving. Also realized when the speedometer has issues, the odometer doesnt gain miles.
Is it the VSS (vehicle speed sensor) ?
((UPDATE: used an obd tool to look at the car data and the speed showed fine. Cruise control seems to work fine also. Guessing it is something with the instrument cluster ? ))

1996 Honda Accord LX Wagon, 2.2l 4cyl sohc (non vtech) Auto Transmission.

I've had this happen before and the problem was the VSS. But if your scan tool is showing that everything is normal than it would have to be cluster side. Easiest way to tell is just swap one out and see if it works.

Probably gonna have to or at least remove it, check connectors and test. Dont have gauge clusters laying around
