Turn key from OFF to ON(II).

Watch the CEL. Does it turn on and stay on? Does it turn off after 2 seconds? Does it never turn on?

Inside the distributor, all 92-00 Civics have three identical sensors (CKP, TDC, and CYL or CKP). Don't spread misinformation on this forum.

Now that is incorrect
96 ex meaning vtec d16y8 only have crank sensor located on timing belt crank pulley
WE may be confused as to where the ckp is located
BIt 88-00 run ckp cup non vtec thru dizzy

You are obviously confused. The D16Y8, like all 92-00 Civics, has a CKP sensor inside the distributor.

In addition to the three distributor sensors (CKP, TDC, and CYL or CKP), 96-00 Civics also have a CKF sensor -- CKF DOES NOT equal CKP. Get your facts straight before you post. You are making a common newbie mistake.

OP reports that the fuel pump does not prime, that is a problem that doesn't have anything to do with the distributor. The main relay, ECU, and basic power / ground systems are involved in that.
