Accord 2001 2.3 liter LX base idle screw factory reset is 0

Accord 2001 2.3 liter LX base idle screw factory set is 0
Took the factory goop off the idle screw head and found that it's set to zero... Not just stuck there either so can you help please doesn't seem right other issues at play that's why I'm trying to figure out the idle screw thanks 210000 miles automatic.... Idle screw counter clockwise increases idle
