Default welding in new core support

Im replacing a core support and going to have a mobile welder come by to finish it with a TIG welder.
would i need to strip them to bare metal in order to weld in place? there is a black paint or primer on it currently.
thanks in advance

yes. all the spots that will be welded need to be taken down to bare metal, wire brushed with a stainless brush and wiped down with acetone.
