1998 civic with obd1 d16zc running all obd2 sensors car was running
-new aeromotive fuel pump
-new fuel filter
-pump primes for 2 sec when key turned
-starts momentarily with starting fluid
-swapped main relays
im trying to get my hands on a FP gauge
any input is greatly apreciated

If you swapped relays and the fuel system still does not run I would suspect a sensor issue. The most likely culprit is something like the crankshaft position sensor or the camshaft position sensor. Either of these could cause the computer to not run the fuel pump. This page has some good info on starting sensors. https://www.yourmechanic.com/article...-from-starting
It is sort of strange though that the pump primes but does not have enough fuel pressure to start on its own. Normally if the pump would prime it would start then die right away without the need for starting fluid.

Best to measure with a gauge but another test you can do is disconnect the return line that goes from the fuel pressure regulator to the tank. Fuel should come out of the regulator when you turn the key on and prime. This is a better test than disconnecting a line at the filter since it proves the pressure from the pump is high enough to open the regulator. Use a stock fuel pressure regulator if you aren't already.
