Default 89 CRX DX barn find with history. no start

Let me get the questions out first, and then I'll go on about the car for a few days. Car turns over, no start. No spark, no fuel.
FUEL:
Main relay is good, bypassed it anyway to test fuel pump, still no prime. Put 12volts directly to the fuel pump, nothing. Am I safe to assume, the pump is totally dead? Cars been sitting since 2008/9 so I drained the fuel and put in fresh 91 non ethanol.
SPARK:
Checked over wiring, mouse had chewed up wiring at the distributer only, the rest all looks good. I repaired the wires, only thing potentially wrong would be the two white wires (one thick one thin) I cant tell them apart and possibly switched them.

What should I test next? Car cranks over fine. I did put on a new ignition as the previous owner had lost the key. I see a couple electrical plugs under the steering wheel not plugged into anything, no idea what they are for.

The car: the second owner was a friend of mine in highschool, he bought it in 2002. He and my brother (a very experienced HONDA tech) converted it to MPFI. Shortly after, turboing it and that is how it stayed for 3-4 years. It was sold to another friend, who parked it in a barn one day and forgot about it. Currently, its on a d16y7 block/head, and ran when it was parked. Its very rough now, but I think would be a great rally cross and maybe autocross car.

Pix not working.

I would start by unplugging the PGM-FI Main Relay and test plug for the three(3) powers.

1- 12V+ constant, hot at all times.
2- 12V+ switched, hot in run and start.
3- 12V+ switched, hot when cranking to start only

If fuel pump is not working when powered directly, check it's ground, if good, replace the pump, it is toast.

If you have all 3 powers at the PGM-FI Main Relay plug, check the ground, [black lead] t should have full continuity to chassis ground, [should be grounded at the thermostat housing, but any good ground will work.

If powers and ground are good at the relay, chek for power at the injectors and IGP 1 and 2 at the ECU with ign, on and when cranking to start. 94
