2008 Si : have compression, spark, fuel & air NO START video
2008 Si, stock motor
Compression 160-165 on all cylinders
Getting spark on all plugs
Getting fuel
Air filter good, no restrictions
Known good CKP
Fuel tank drained and refilled with fresh gasoline
Battery charged
Cranks slow and NO START
Connected to another running vehicle with battery jumper cables but still cranks slow

Unfortunately no history
Got the car in AS IS unknown condition
Towed home
Looked at the plugs and they were soaked in gasoline meaning somebody was cranking it quite a lot
Did dry compression test
Installed new plugs
Installed known good crank and cam sensors
Drained gas tank and replaced fuel strainer
Filled tank with fresh gas
Cleaned air intake box and installed new air filter
The only other thing I can tell is that the car was driven through sand/offroad as there was a sand on top of gas tank and in the air intake box

Some other ideas I've had:
Should I check if the timing chain jumped?
Should I pull the starter and test the starter?

Check/redo the main grounds, batt. to chassis and chassis to engine, DO NOT just eyeball them, disconnect/clean/reconnect, [a tight ground lead does not necessarily mean a good ground.
Also check/clean the batt. pos. cable at the batt. and at the starter motor. 94

Checked positive battery cable and did voltage test. Getting 12 volts on the cable at the starter. The cable is clean as can be.
Ground from battery to engine is solid - I use a second set of jumper cables as a ground from battery to engine block.
Also pulled the starter off the car and hooked it up to a battery, seems to be working okay, spins fast. Not sure if this rules out the starter completely.

Took off valve cover and spark plug closest to crank pulley (this is number #1, correct?)
Inserted long straw into cyl#1 and rotated crankshaft to find TDC
This is what I discovered, one photo is TDC on compression stroke, the other photo is TDC on exhaust stroke

Timing marks should align like this at TDC.. The only thing that I dont know if the crankshaft pulley has timing marks outside the timing cover. Also here is a link to an online manual where I got these illustrations from http://civic.hondafitjazz.com/manual2.html

If it jumped timing then hopefully the pistons didnt hit the valves. At this point try to get the engine in timing and do a leak down test afterwards.
