Leaking Wastegate Actuator?

Just so I'm not losing my mind, an internal wastegate actuator SHOULD NOT have any leaks or bleeding of air right? So I did a test on mine and sprayed water with soap mix, responds at about 10psi but I can hear air leak and bubbles verifies it. It's done right?
No, any wastegate or pressurized system will have some leakage. they aren't water proof. You're going to have a few bubbles around. You're 99% fine.

Thanks Shodan. You always seem to make me feel better lol. I also test against an internal gated k03 turbo I have for an Audi and it too leaks air.
Just taking every precaution possible before i start this car up after this super long project lol (i think its been 4 years since i started this build).
