B16a2 swap no throttle response

So I've put a 1999 civic si motor (b16a2) into a 2000 civic ex shell. cars starts and idles a little rough but when I open the throttle nothing happens just stays idle.... Help!

What ecu are you running and is check engine light on

P28 and yes p1381 witch is why I think it's the dizzy

OBD1 P28? Does it have a tune or just basemap? How did you get a P code from an OBD1 ECU?
