96 Civic - Cooling Fans not coming on

Default 96 Civic - Cooling Fans not coming on

Okay so far we have checked:
Cooling fan is good, comes on when jumped to the battery.
Cooling fan ground is good as well, when just jumping positive from battery to positive terminal.
Took out all relays from circuit panel and I heard the magnetic click on all of the relays.
Every single fuse in the car is good and is in tact.
Next i tried unplugging the temp sensor and shorting the pins, and the fans didn't come on.
So what would I do next?

Which temp sensor connector did you short? Was key in ON(II)?

Yup, key was on.
The rear mounted one on the thermostat housing.

Check dash fuse 17.

Swap the radiator and condenser fan relays and then try jumping the ECT switch connector again.

Do you have a multimeter?

Sure, ill go back out and look. All the relays tested fine so i swapped them around and no change. I have a multimeter as well.

Use the multimeter to test whether the Grn wire in the unplugged ECT switch connector gets battery voltage to body ground and also to the Blk ground wire in the connector.

Found it. Short in the wiring for the ect switch.
