Default P0505 code + high/fluctuating idle

For the past couple months my '97 accord has had a high idle (around 2000 rpm). After it warms up, the tachometer will go back and forth between 1000 rpm and 1500 rpm.

This is what I have tried:

-cleaning the IACV
-replacing the IACV
-cleaning the air intake and the throttle body

I have not tried looking at the coolant or for a vacuum leak.

Yesterday when I took the air intake off, I put my finger on the top hole of the throttle body, and the engine stopped surging and the car was acting fine again.

Does anybody have any advice?

What top hole? What does it connect to?

The upper hole inside the TB goes to the IAC.

For giggles, what are the colors of the two wires that are plugged into the IAC?
