Can't see the first picture, but it looks like a V-band in thin wall form.

looks like the outer pipe is pressed with a die and the inner pipe is just welded on the inside.

really it's a downpipe for some BMW and VW Turbo diesel cars..

We've made these for BMW assemblies before. It's made with a doming die, or a 45 degree flaring tool on a swedger/expander. Swedge to 45 degrees then flip the die over and press it with the flat side tills it's about 15 degrees from being flat. The inserted tube is just that, a small piece of tube welded in place that matches the ID.
