Default 93 jdm b20b eg si hatch starting issue

Hello. My name us brett. Im new to honda. tech i have recently bought a 93 si hatch. It now has a jdm b20b with a gsr lsd trans. Now to the issue: when i start it in the morning it runs great. Say for instance on the way to work i stop to get gas, i will turn off the car, fill up and go to start my car. It starts up, then the idle drops and falls on its face and stalls out. I have had to unplug the battery numerous times before getting it to stay running. I had a b20b4 right before this engine and it had the same issue. I have cleaned the iac, and i have another throttle body/iac/map i am going to switch it out with tonight, but what else could cause this issue? Thanks in advance

The fitv has been cleaned and functions properly. The vehicle has a p06 ecu with a basemap.
