Not to sound like a jerk, but how mechanically inclined are you?
If you are reasonably mechanical, I'd try making sure the battery is charged enough to start the car. Sometimes there is enough power to light the dash lights, but not turn the car over. Then make sure all of your electrical connections are clean and tight. (ie: battery connections, connection from battery to starter motor and such)
If all of that is good, I'd be inclined to think that the starter might be dead (yes, even though it is new).
Try those and see if that helps.

I will have him check the battery wire going to the starter.
Thanks for the suggestions !
I am mechanically inclined I am out of state trying to help my dad troubleshoot he is reasonably mechanically inclined. I had him check that the battery cables were tight and corrosion free. He tried to jump start the vehicle and nothing. He turned on the lights and they were strong. The vehicle has a prestige car alarm, I had him put it in valet mode to make sure the alarm was bypassed.
