I've had it on the battery charger for a whole day went out this morning and the lights looked like they were getting dimer they were flickering could it be the battery

bad ground? remove and clean even if they look ok.

You can't test a starter with a tester. If the starter cranks then the starter is good, but when it doesn't crank the only way to test the starter is to manually jump the solenoid.
However, first you want to disconnect the connector that is connected to the starter, Test for voltage on the connector while someone cranks the motor. If you get voltage then the starter is bad. If you don't get voltage than something else is wrong, possibly the ignition switch or if you have an aftermarket alarm it could be the starter ignition kill function that is bad.
It's more likely the starter is bad.
However, first you want to disconnect the connector that is connected to the starter, Test for voltage on the connector while someone cranks the motor. If you get voltage then the starter is bad. If you don't get voltage than something else is wrong, possibly the ignition switch or if you have an aftermarket alarm it could be the starter ignition kill function that is bad.
It's more likely the starter is bad.

Yeah I determined mine has a lockout on it, in case someone attempts to bypass the alarm by disabling the battery, etc. So removing the battery, or letting the battery die makes the vehicle not crank. You need a special key fob or in my case, a button, to deactivate the alarm system. Sounds like you might be having the same problem.
I tracked that dongle down by listening for the click. Good luck!
