Yes and no....it is a stiffener becuase it doesn't actually make contact with the suspension mounts like the lower tie bar does. Technically it just reinforces the frame which the suspension is mounted to.

will the stiffy fit on other cars? like an eg?
the subframe on the ITR is different, so it will not just bolt up if that's what you meant.

Just get a larger diameter sway bar or upper strut bar. Tie bars are the blizzle, they don't really do anything compared to a sway bar, or even a strut bar.
