So upon seeing the picture below what factors would you say could cause this? I have no cat and I have been losing/burning oil. Mostly on vtec but still some just around town (can burn up to a quart or more if vtec use is excessive. Is it a dead give away to oil burning or are there other possibilities or is it a combo of oil burning and no cat causing me to run rich?
I've checked the vtec solenoid gasket and it seemed good. I've also done a compression test and came up with good numbers (around 240s)

You have no cat. You probably spend a good amount of time at idle. You probably have a "chipped" ECU. These predictions explain the black streak upon startup.
A quart every 1k miles isn't awful. Try different oil brands and oil filters to try and curb this. You may have "sticky" oil control rings. That's common and it won't affect compression numbers.
My TSX went from using a quart every 1.5k to 2k miles with Pennzoil Platinum 5W30 to burning pretty much NOTHING using Castrol Edge 0W30 and a genuine Honda S2000 (PCX) filter. Its been about 3k since my last oil change and I see no change at all on the dipstick.
Try Castrol 0W30 edge if you can find it. Its very thick at operating temp and it is one of the few off the shelf grades that is actually synthetic (its made in Germany as a BMW longlife spec oil). It has helped with oil consumption in a couple of different cars.
You may also have a clogged PCV system. Try replacing your PCV valve with a new one from Honda.
Well if you have no cat and its runniing rich you need to adjust the afr or have it tuned/checked buy a tuner. Get your self a AFR gauge its very helpful, this way you can see how rich your running.

Where is a good place to look for an AF gauge/regulator and what parts are needed to install? Is a wideband sensor necessary? What should I expect to pay for the whole set up? I can definitely appreciate the importance of monitoring and adjusting the a:f but I'm trying to prioritize my build and budget is a factor, as i'm sure everyone can appreciate.

This is the one i have, its very good and accurate as well as very easy to instal compared to other wide bands. Comes complete.
Yes a wide band is very helpful even on a stock ecu! its one of the best investments to make on your engine.
Right on! that's much less than I expected to pay for a wideband, let alone the gauge. So this stands alone from the ECU, I take it. And this takes care of the monitoring side of it, which I can REALLY appreciate, but adjusting the ratio is accomplished by..? If you could just point me in the direction of the how to thread that'd be awesome, I don't expect a whole tutorial via comments on an unrelated topic. All and any information I'm grateful for.
I've heard rumor that fuel trim is modifiable with an OBD1 ECU without chipping it. BS? I hope not... I don't like the idea of a one size fits all programming chip. Honda parts may all be interchangeable, but that doesn't mean all Honda motor's have the same volumetric efficiency. I'd put money on it.
