Default 91 sedan

D15b2 mpfi swapped my question is..If I turn the key to 3 I get no cel but when I start it I get cel 9 and it takes a while to start...did I get c1 and c2 mixed or bad connection I only get a cel when I try to start it otherwise if I clear the ecu and turn the key on the on position there's nothing

OK figured that out now when I start it it just wants to rev up and stays around 3 rpm

When you clear the ECU, you should get nothing until you actually try starting.
When the engine is operating, then the ECU starts gathering information from the sensors.

Solid 3k RPM could be something simple like the throttle cable adjustment or a vacuum leak.
