Default Fresh swap JDM 98 type r into EG civic cx not starting

Here's my deal....
98 JDM type r motor/trans. 1992 EG civic cx.
new fuel system, and fuel pump is priming and fuel is getting to the fuel rail. fuel pump relay is good using RC 310cc injectors new.
Installed a new USDM oil pump (has CPS)
Obd1 p28 ECU. (shouldn't check for the CPS on the USDM oil pump.
Tucked Obd1 (ECU) to Obd2 (motor) engine harness.
New Battery moved to the back of the trunk w/ 100 amp fuse in between the power line that goes to the difuser. I also have a charge harness hooked up so it goes from ALT to Starter to difuser. Then into the fuse box that is relocated under dash. I hooked the wire from the left screw in the fuse box that gives the fuse box power to the difuser.
So my motor is getting fuel and air, seems to have spark it just will not start up. There is a little back fire I can hear at the muffler when it seems like it wants to start, but wont.
Starter has a noticeable whistling noise and has a winding down noise after I turn the key to the off position.
Is the oil pump cuz USDM with the crank positioning sensor be an issue? I dont think it should cuz my ECU is Obd1...?
My fuel is in the red zone, but if there's fuel at the rail I'd think it should start up? Again it's turning over fuel is at the rail acts like it will start but won't...

It seems to be firing, and yes i'll check that when i get home @ work. But my concern is the usdm oil pump on my jdm motor with my obd1 p28 ecu, could that cause a problem? I thought obd1 p28 ecu's dont look for that sensor? I just want to rule that out! be sides spark what else could it be with what I stated?

The fact that it's TRYING to fire up sounds like a firing order/ignition related problem.

Is it a consistent puffing sound out the muffler or is it sounding inconsistent like maybe 1 or 2 cylinders are firing and the others aren't?

I don't think the oil pump would be the problem if you don't have the sensor connected.

What is the p28 ecu chipped for?

Did you verify the mechanical timing was correct since you changed the oil pump?

Yes the timing is correct crank pulley lines up with the three arrows on oil pump and the up marks are in the up position. The ECU is a chipped (on chrome) and is tuned but little was done because i ordered it. The 2 step launch at 3700 vtecfh kick in at 5400 and knock and O2 sensor were removed. The guy at DIY tuning said the p28 would not look for the crank sensor. Can you elaborate on how I check the fireing order? my spark plug wires are in the right order but I am not home to check at the moment im at work. Can you tell me how to do this.
