no power to fuel pump/starter...need some help

Default no power to fuel pump/starter...need some help

when i put the key to the "on" position, the fuel pump doesnt pressurize and when i turn the key the starter doesnt even try to come on....where should i start to look where the problem is...all the fuses are good under the hood and in the fuse box under the dash...this car was salvaged so it might have some components missing, under the dash fuse box there is one relay missing which im not sure i need(its the one directly above the flasher relay on the right side of the panel)...the car has the airbags taken out...need to know the path i should follow back from the battery to fix this...thanks oh btw...its a 96 civic cx hatch/ converted to obd1 and running a vx motor/computer...

how about looking at the ecu ground, the place where thats located on most hondas are on the thermostat housing, make sure that is making good contact.
