Default Obdo to obd1 sputter issue

Hey guys I recently did the obdo to obd1 swap. The car runs good but it has a kind of a sputter or dead spot when you accelerate. When I first takeoff it will do it unless I ease into it. The car willalso do it going any speed ifyou let off andput alittle load on the motor it will sputter one time. If you push the throttle andlet off it will keep doing it. Seems like when its cold out its not as bad. I have replaced fuel filter, fuel pump, plugs and wires, the fuel regulator on the fuel rail, tried different map sensors, has a new tps, brand new o2 sensor, I cleaned the evac when I swapped the engine. The car has stock intake head pipe. Has exhaust re done as well. Its a chipped p28 ecu I have tried 6 different chips allthe same. Really not sure what is going on. Any help would be greatly appreciated.

Has your base timing been set so it matches what the ecu expects?

What do you mean? I'm not real good with timing I have tried moving the distributor back and forth and various spots with no change. Have a timing light but not sure how to read it.

Also I'm only getting 26 mpg tops and that's all highway always shifting at 2 grand. Not sure if the problem is causing that or not. I have read somewhere this motor should get 30 to 38mpg
