Default Fried P28 diagnosis pls

Howdy. I have a 1990 ef with a 2000 gsr converted to OBD1 and was running a chipped P28 with unknown basemap. The car had been running well for over 4 years then the caps gave out on the board. I know that this is expected with these older P28 ECUs. I replaced all 8 Caps with equivalent or better Caps. The vehicle does the same thing it did after the original Caps blew. It will run for 5-10 seconds and then shut off. No engine codes. I am guessing the board is toast. One other thing I noticed is that the Main Relay had previously been full of water and some of the solder joints were bad. I re-floated the solder and the relay seems to be fine. I have a leaky windshield I think. Before purchasing another P28 and migrating my chip can anyone tell by looking at the attached image if the 6 leaking Caps are because of a wiring/voltage issue or is this because of the old Caps just failing? I don't want to throw away $ on another ECU if I have other issue. Thank You in advance for any help.

The damage pictured is from leaking capacitors.

A replacement ecu with new caps in it can be purchased on Chipped Ecus - OBD1 - P28 - P06 - P75 - Vtec

You can also order capacitor kits for obd1 ecus on Ecu Chipping Hardware :: Obd1 ECU Capacitor Replacement Kit - Engine Parts & Tuning Solutions - Products - Phearable.net

Seems like you have a wiring mess in some place on harness. Recheck all the plugs near the engine like injector and dizzy ones
