EH1 rear wheel bearing - how free?

EH1 rear wheel bearing - how free?
When I place my new rear hub/bearing assembly on the spindle, it spins freely No tire). When torquing it down, it develops more and more resistance. Am I overthinking this, or should it still spin freely with the wheel removed as it's torqued to spec?
