P2648 VTEC Solenoid Valve Circuit Low Voltage
Disconnect the VTEC solenoid connector and measure resistance between the valve side of the connector and the valve body. If not between 14-30 ohms then replace the solenoid. If the solenoid is good then you have a short between the solenoid and the ECM/PCM.
