CEL light turn off after 2 seconds when key in the on position

Default CEL light turn off after 2 seconds when key in the on position

89 civic SI. Shouldn't the CEL light remain on until the engine starts? Mine is turning off after about 2 seconds, right after the main relay clicks when the key in in the ON position. On my Nissan the CEL light remains on until the engine cranks and starts.
Might this be why the engine is not starting, but cranks and appears to have fuel and spark?

it stays on if there is a code stored. turning off is supposed to happen to show that the ecu has completed its pre start check and all is good.

Thanks v4lu3s. Guess I don't have to worry about that.

Now to find out why the engine turns over but not starting. Will but a spark plug tester today and test the spark from the wire and then the coil. My guess is that the igniter(this went out before many years ago) and/or is coil is bad. Yesterday I checked the wire with a used spark plug and it looked like the spark was yellow(maybe weak) and not white/blue (like it should be according to the research I have done on the internet).

I replaced the timing belt 4 months ago, I hope the timing didn't get hosed.
