Cause the valves bent because of timing was off 180* so does that mean the head has to be resurfaced

It might not need to be resurfaced but it will need to be taken to a machine shop so they can install them in the head correct and cut the valve seats ect.. do it right the first time. Get it hot tanked and throw in new valve seals while your at it and put it back on fresh with 0 miles with a new head gasket as well.

So it wouldn't be a good idea to just install the valve myself?

if you want to try installing new valves yourself you can check how well they seal with some water or acetone. Any fluid you pour into the intake should not be able to get through to the combustion chamber side. You may need to use valve lapping compound to get the new valves to seal, just depends on the condition of the seats and how well the valves/seats match. Search youtube for valve lapping. You should be taking the head to a machine shop regardless to have it at least checked for warpage before throwing it back on or you may end up doing the job again when your new headgasket fails to seal.
