04 civic won't turn over

Default 04 civic won't turn over

My 04 civic lx auto transmission will not crank over. I replaced the starter and still nothing. It's getting full voltage from the wire that runs straight from battery to the starter, but the smaller black and white wire that tells it to crank is only getting 9.8 volts. Occasionally it will start if I turn the key a bunch of times. Any ideas? Thanks

Doing a little more probing I found that when the black and white wire is plugged in it gets no voltage when the key is fully turned, when I disconnect it from the solenoid it gets 9.8 volts. Same story at the ignition switch, nothing when connected to the solenoid, 9.8 when disconnected
