94 Civic - CEL doesn't work
Everything works BUT the cel light - 94 ex. Brand new bulb. All my fuses are new. Wires have been checked so no sign of shorts.
Is my cluster just bad? Original cluster btw.

Use your multimeter to check whether battery voltage reaches the socket for the CEL bulb in the printed circuit board. If good, then next check whether the socket gets good ground from the ECU.
