Default wont rev over 3000rpm crank sensor code

I have an 02 civic ep3 ive had the car for 4 years now and its been great daily drive it and beat the snot out of it and havent had many issues with it. When i bought the car the motor had jumped timing and i just went ahead and replaced it with a junk yard motor that i was told had 150,000km which i believed it was pretty clean. I've probably put 70,000km on it since then. While driving home from work on the highway about 2 weeks ago it felt like the car quit but once i slowed down and the revs dropped below 3000rpm it came back to life.

Its in a sort of limp mode hits a rev limiter at 3000rpm and it takes a long crank before it will start. i checked the codes with my code read and it is saying crank sensor malfunction if i clear the code the car quits. i replaced the crank sensor and made no diference.

Can anyone help me out here is it a stretched timeing chain? i though that throws a cam sensor code. could it be something else?

I've had this issue before with my civic and the only way i could clear the code was if the car wasn't running or else it would also just shut off. with the code on turn the car off, turn the key all the way but don't start it and scan it for the code and clear it. that might help.
