read somewhere about another accord with the same issues. They said it was the ICU. Not sure what that is. The ICU is the ignition control unit in the distributor but that's not the problem. Think they mean the multiplex unit on the inside fuse panel?

Correct, inner panel has a 8 pin connector that goes to the ICU(Integrated Control Unit), not to be confused with the ICM(Ignition Control Module) in the distributor.
Check the #1 fuse inner panel. This controls the above mentioned issues you have, as well as the oil light, and rear defrost IIRC.

Check the fuses first before blaming the ICU.
If a new fuse blows again, you will have to troubleshoot as to what device may be faulty.

Again, using the 94 and 95 wire diagrams the dome light gets its power from the underhood fuse #37. Then follow what else is powered by that fuse and hummmm.

Not sure if the 96 and 97 have a different circuit or not.
