Icon2 Honda Civic 4 door door LX 2002 Cluster Question.

The lights on the cluster, certain parts would not light up. My check engine light, brake light and the background light would not show whether I powered on the car or turned on the ignition. I changed all the bulbs and everything an still didn't work. I took it to pep boys for inspection an was able to pass but they let me know that the cluster was bad. The

Its now time for me to do my inspection again an I ordered a new cluster from Auto Computer Tech for my exact car Honda Civic LX 2002 so part number matched an it fits perfect with full 100% warranty, and the cluster looks good an I spoke to Tech who confirmed it was 100% working an suggested it could be electrical but I could return the cluster for money back, but it was tested before sending an is 100% working. I put in the new cluster and the background cluster light still doesn't turn on and the speed odometer doesn't work an it the gas gauge doesn't move up when I turn the car on an I have full tank of gas.

The speed odometer an gas gauged worked on the old cluster, none of it is working on the new cluster, the check engine light an brake light an green key symbol turns on when I power up the car. I put my old cluster back once the new cluster didn't light up and now the old cluster the speedometer an gas gauge isn't moving or working an my car is locked in park. I manually turn the shift lock with my key an it moves, but once i put key back into ignition it locks again.

This has never happened, an I don't know what is it, but it seems like it could be Electrical. I changed all the fuses an they are all new, so i don't know what's wrong. I don't think its the new cluster since the old cluster is having the same issues. I don't want to spend lots of money trying to find out what is the problem with a mechanic who doesn't know electrical. So wondering what you guys suggest. I am hoping there is a Honda Tech or someone who has seen these problems prior.
