Default 96 Civic/d16y8 head/d15b block/chipped P28 ECU - idle issues

so i have a jdm d15b vtec bottom with ported y8 head with bc stage 2 cams ,skunk2pro mani with 70mm skunk2 throttle body im having a problem getting it to idle it wants to surge between 1k-3k but if i retard the dizzy all the way it will idle but wont rev past 2k any ideas would help

Have you checked for vacuum and intake air leaks? CEL codes?

96 civic hatch its on a chipped p28 i checked for vacuum leaks didnt find any but its weird because it will surge and if you turn the distributor back it idles down then stops surging but it wont rev past 2k unless its fully advanced

Do you have a D16Y8 P2P ECU? If so, have you tried it?

What intake manifold is on the Y8 head? Post some pictures of the engine.

You need to set the ignition timing to spec and then not mess with it anymore. Jump the service connector. Have a buddy hold the idle speed to spec, and then adjust the ignition timing using a timing gun (see FAQs sticky).

When the ignition timing is set correctly, then address the idle problem, if it still exists.

I assumed the chip was a Y8 basemap, perhaps mistakenly. But if I assumed correctly, I don't think a tuner would be needed.
