Default B16 running rich

I just got the car in a trade so basically I'm getting to deal with someone else's problem. I put plugs and wires in it when I first got it and after about 1000 miles they started to foul out. I can smell gas real strong going down the road and it backfires like someone's shooting a .22 cal rifle. It's got 44psi fuel pressure so I know it's not pressure. When I gradually climbing the Rpms sometimes it chokes up but if I floor it it'll run fine. Just wanting some ideas I've already swapped ecus with another stock one and the problem is still there. Just wanting some ideas to try

Would an exhaust leak really make it run that ruff. Because it does have an exhaust leak
