2000 civic fuel pressure spark lot of compression

2000 ek civic with built gsr, obd1 ecu, won't start. It cranks and fires when brake cleaner/gas is sprayed into intake. When it does turn on, it idles good for a few secs and dies. Code 4 is thrown.
Spent 4 hours checking the car over and am stumped.
Any input?

I'd honestly try a good known working ECU if the one you have has been chipped as well even if its not one for the engine.

I drove my car up there, used my obd1 distributor pinned from obd1 to obd2, used a hondata, along with a computer to read the codes on a gsr base map, still did the same thing.
Some one said it could possibly be the dash harness??
